Digitalizacija – podrška održivom razvoju

Radna grupa Nacionalnog konventa o EU za Poglavlje 10 (Informaciono društvo i mediji) organizovala je radionicu ”Digitalizacija kao podrška održivom razvoju”.

Digitalizacija je sastavni deo i činilac održivog razvoja  jer podrazumeva transformaciju poslovanja primenom savremenih informacionih i komunikacionih tehnologija.

Uvodničari na radionici su bili: Nataša Gligorijević (Centar za održivi razvoj Srbije), Srđan Milosavljević (Enel PS), Dušan Poznanović (BELIT) i Dušan Krstajić (INFOLINK d.o.o). Voditelj je bio Nikola Marković, koordinator RG NKEU za poglavlje 10.

Učesnici radionice su ukazali da održivom razvoju doprinose sledeće digitalne aktivnosti:

  • razvoj eUprave omogućava automatizaciju  prikupljanje, obradu, memorisanje i korišćenje podataka u obavljanju poslova iz nadležnosti državnih organa i lokalne samouprave. Tako se smanjuju troškovi i korišćenje resursa. Procenjuje se da će se u bliskoj budućnosti smanjiti uloga šaltera za komunikaciju sa građanima i troškovi za njihovo funkcionisanje;
  • eTrgovina i ePlaćanje doživljavaju ubrzani razvoj, jer smanjuje troškove proizvođača, trgovaca, banaka i klijenata. U Srbiji je, najviše pod uticajem pandemije, eTrgovina porasla sa 17 na 33 milijarde dinara u 2020 godini;
  • rad na daljinu (rad od kuće) smanjuje potrebe i troškove za poslovni prostor, zagrevanje, osvetlenje i hlađenje, kao i troškove zaposlenih za odlazak i povratak sa posla.
  • klaud kompjuting (računarstvo u oblacima) smanjuje troškove korisnika za nabavku ikorišćenje IKT opreme i potrošnju električne energije u proseku za oko 40 %;
  • eNabavke  smanjuju mogućnosti zloupotrebe javnih nabavki, ali i značajno smanjuju troškove angažovanja svih resursa.

U osnovi svih ekoloških altivnosti je digitalizacija za planiranje, organizaciju i izvođenje. Ona može značajno da smanji ukupne troškove u ovoj oblasti.

  • domaća IT industrija je razvila mnoga softverska rešenja i uređaje koji doprinose uštedi rerursa, pre svega električne energije, ali i energetskoj stabilnosti pri korišćenju uređaja za napajanje i hlađenje;
  • razvijeni su solarni punjači za vozila i korišćenje obnovljivih izvora energije;
  • onlajn sastanci na platformama (ZOOM, Webex, MS Team i dr.) postaju neminovnost u uslovima pandemije COVID 19,  omogućili su smanjenje troškova organizacije i kraće traju.

Istaknuto je, da je potrebno popularisati još dinamičniji i masovniji proces digitalizacije poslovanja u kompanijama, ali i razvoj obrazovanja, inovacija i infrastrukture u ovoj oblasti.

Korisne efekte digitalizacije treba visoko ceniti ali ne i idealizovati, jer neki od njih u uslovima pandemije: otežavaju koordinaciju i timski rad, uvode monotoniju u radne procese, umanjuju efekte učenja od kuće, brišu razliku između radnog vremena i slobodnog vremena, smanjuju ljudske kontakte i dr.

Učesnici radionice su konstatovali da je isticanjem korisnih efekata digitalizacije učinjen doprinos njihovoj afirmaciji i popularizaciji.

Za dalji uspešnu primenu koncepta održivog razvoja neophodno je da se na nivou države usvoji Strategija održivog razvoja i time odrede ciljevi, očekivani efekti, potrebni preduslovi, akteri, indikatori i dr.

Digitalizacija će biti nastavljenajer omogućava efikasniji i ekonomičniji rad i moćna podrška održivom razvoju.

DIGITALIZATION – SUPPORTING SUSTAINABLE DEVELOPMENT

The Working group of the National Convention on the EU for Chapter 10 (Information Society and Media) organized a workshop “Digitization as a support to sustainable development”.

Digitization is an integral part and factor of sustainable development because it implies the transformation of business through the application of modern information and communication technologies.

The keynote speakers at the workshop were: Nataša Gligorijević (Center for Sustainable Development of Serbia), Srđan Milosavljevic (Enel PS), Dušan Poznanović (BELIT) and Dušan Krstajić (INFOLINK d.o.o.). The moderator was Nikola Marković, coordinator of the Working group for Chapter 10.

Workshop participants pointed out that the following digital activities contribute to sustainable development:

  • The development of eGovernment enables the automation of the collection, processing, storage and use of data in fulfilling the tasks within the competence of state bodies and local self-government. This reduces costs and resource usage. It is estimated that in the near future the role of counters for communication with citizens and the costs for their functioning will be reduced;
  • eCommerce and ePayment are experiencing accelerated development, as these reduce the costs of manufacturers, merchants, banks and customers. In Serbia, mostly under the influence of the pandemic, eTrade has increased from 17 to 33 billion dinars in 2020;
  • teleworking (working from home) reduces the needs and costs off renting business premises, heating, lighting and cooling, as well as the costs employees face while coming to and going from work.
  • cloud computing reduces the cost of purchase and use of ICT equipment and electricity consumption by an average of about 40%;
  • eProcurement reduces the possibilities of misuse of public procurement, but also significantly reduces the cost of engaging all resources.

The basis of all environmental activities is digitalization when it comes to planning, organization and implementation. It can significantly reduce overall costs in this area.

  • The domestic IT industry has developed many software solutions and devices that contribute to saving resources, primarily electricity, but also energy stability when using power as well as cooling devices;
  • solar chargers for vehicles and the use of renewable energy sources have been developed;
  • online meetings on platforms (ZOOM, Webex, MS Team, etc.) are becoming inevitable in the conditions of the COVID 19 pandemic, they have enabled the reduction of organizational costs and shorter duration of the meetings.

It is necessary to popularize an even more dynamic and massive process of digitalization of business in companies, but also the development of education, innovation and infrastructure in this area.

The beneficial effects of digitization should be highly valued but not idealized, especially during pandemic, as some of them: complicate coordination and teamwork, introduce monotony into work processes, reduce the effects of learning from home, erase the gap between working time and leisure, reduce human contact etc.

The participants of the workshop stated that by emphasizing the beneficial effects of digitalization, a contribution was made to their affirmation and popularization.

For further successful implementation of the concept of sustainable development, it is necessary to adopt a Sustainable Development Strategy at the state level and thus determine the goals, expected effects, necessary preconditions, actors, indicators, etc.

Digitization will be continued because it enables a more efficient and economical work and strong support for sustainable development.
